Summary: [This abstract is based on the author's abstract.] Organizations expend considerable effort defining procurement guidelines and methodologies, yet consistently successful information technology (IT) procurement processes remain elusive. New tools are available to help organizations obtain better value from their IT procurements and support activities. Empirical studies of European procurement projects and benchmarking activities are examined.
