Sustaining Best Practices: How Real-World Software Organizations Improve Quality Processes

Summary: [This abstract is based on the author's abstract.]Continuous improvement models and quick-fix best practices are two methods widely recommended for improving software quality processes. However, a study of ten organizations revealed that all followed similar stages of improvement that grouped complementary practices at each stage. Progression through the stages depended on evolutionary changes in the organizations' motivations and philosophies, rather than on either of the two popular models. The effectiveness of new best practices relied more on the stage in which they were introduced than on any proven benefit of the practices themselves. A humorous fable illustrates the relationship between motivations and quality practices.
